Basics of Social Security Fund

The Social Security Fund is an institution established to operate all types of social security schemes in a package. It was formally launched on Mangshir 11, 2075.

Yes, all schemes under SSF are mandatory. If you don’t participate, you may be deprived of government facilities.

The Social Security Fund has a secretary in the Ministry of Labour, Employment and Social Security with a tripartite Steering Committee.

Contributions & Deposits

Contributable income is the basic wage before deducting tax which the worker receives daily, weekly, fortnightly or monthly.

According to Section 7 of the Act, contribution must be deposited within 15 days of the end of the month in which income was paid.

10% interest will be charged. The contributor is also deprived of Disability and Dependent Family Protection Scheme benefits.

The employer must inform the fund within one month if an employee leaves employment.

Yes, all the schemes under SSF are mandatory. A person cannot participate in only one scheme.

Benefits & Schemes

SSF provides four main schemes:

  • Medicine, Health & Maternity Protection Plan
  • Accident & Disability Safety Plan
  • Dependent Family Protection Scheme
  • Old Age Protection Plan

The Medicare Scheme is implemented after contributing to the fund for at least 3 months.

Maternity protection includes:

  • 60 days of paid leave from employer
  • 60% of basic wage for additional 38 days
  • Minimum wage of one month per baby for newborn care
  • Regular pregnancy tests and hospitalization coverage

Hospitalized Treatment (IPD): Up to Rs. 80,000
Non-hospitalized Treatment (OPD): Up to Rs. 20,000

Heirs receive:

  • Total contributions + investment returns
  • 60% of final basic salary to spouse
  • 40% of basic salary to children until age 21
  • Rs. 25,000 as funeral expenses

Labour Act & Regulations

“Basic remuneration” is the basic wage received by a worker, and includes increments in remuneration after completion of one year of employment.

According to Rule 66, at least 60% of total wages must be basic wages.

The minimum wage is determined every 2 years by a committee under the Ministry of Labour. Currently, it is Rs. 13,450 for regular employees.

Yes, part-time employees should be included in the scheme like other employees.

Deposits & Claims

Deposit through any bank with Connect IPS: From employer’s bank account or direct to SSF account. Website: www.ssf.gov.np

  • Visit www.ssf.gov.np
  • Go to SOSYS Online Registration
  • Fill the required form
  • Receive certificate, SSN electronically

  • Hospital claims: Direct deposit to hospital bank
  • Pension & benefits: Direct transfer to contributor’s account
  • Processing time: Within 30 days

Yes, contribution can be continued from the same Social Security Number (SSID) even if changing employers.

Yes. 3 types for Housing, Education, and Social Work. Must have contributed for 3 consecutive years. Interest rate is less than market rate.

IT & SOSYS Portal

Click on “Change Password” then enter: Old Password > New Password.

  • Go to Employer Portal
  • Click “Recover Password”
  • Enter your SSID
  • Get link in your email

  • Click on Report
  • Go to Collection
  • Select contribution start and end date

Print the identity card from the contributor list in the report within SOSYS or get it from the fund office.

File size must be less than 1 MB to be uploaded in SOSYS.

Contributors contributing to SSF do not have to pay 1% social security tax as per Section 21 (4) of the Financial Act.

No. The amount deposited in SSF is recognized as an approved pension, so there is no possibility of double taxation.
